They are both Tommy dolls,masquerading as members of The Lollipop Guild from The Wizard of Oz.

The little fellow in blue was sold as a single doll, in 1999.
He was from the same series as the Munchkin Mayor, which we saw yesterday. Also in that series was Kelly as a member of the Lullaby League.
The other Lollipop Guild member is from a 2007 set, which also included two Kelly dolls as a Munchkin lady, and a 'Sleepyhead' girl.
They share the same plastic hair sculpt, but it's done very differently.
Neither is entirely accurate, but the blue one is the farthest from correct. The blue guy had hair 'horns'.
They both have freckled faces, but very different skin tones.
Blue guy has felt shoes.
Red guy should have striped stockings, which I didn't find. I also could only find one of his boots, but at least you can see this one. It's the same mold as a lot of Kelly/Tommy boots, but a unique colour amongst Tommy and Kelly shoes.
The red guy's shirt is a nice fabric, replicating the shirt from the movie. and it even has little buttons. The collar should have been white though.
The only member of the Lollipop Guild that Mattel didn't produce was, as my kids always called him, 'the green guy'. That's ironic, because the 'green guy' was in more scenes than any other Munchkin. The director liked him, and he was a better actor than some of the others. The actor who played 'the green guy' was Jerry Marin. He was 18 at the time. He was the very last surviving Munchkin when he passed away in 2018. He was also the last surviving Oz cast member with a speaking or singing part.
